By connecting the USB Device to the host and configuring a physical hard disk, the USB device can be mounted inside the virtual machine in passthrough mode.
Be aware that Hyper-V in Windows Server 2016 can redirect local resources - including USB devices - to a virtual machine session through Virtual Machine Connection tool. The enhanced session mode connection uses a Remote Desktop Connection session via the virtual machine bus (VMBus), so no network connection to the virtual machine is required.
The other (native) exception is provided for virtual desktop workloads where you can use the capabilities of the RemoteFX protocol to redirect USB devices to virtual machines.
There are however several 3rd party utilities that allow you to redirect USB over IP and provide connectivity to vims in this way. Another work-around is to connect a local USB device to the vm while connecting with the standard RDP client (mstsc.exe) and selecting to connect your local USB device through the Local devices and resources option.
